We are pleased to announce the appointment of Tom Tolchard as Outcare’s Chief Strategy and Growth Officer. Tom brings over 15 years of leadership experience across the community housing, disability, and social enterprise sectors, offering a strong track record of driving sustainable growth and delivering meaningful impact.
Tom’s career is distinguished by achievements in strategic growth and transformation, where he has successfully developed and implemented multi-year plans that delivered key outcomes across the disability and community housing sectors. He is committed to people-first leadership, fostering high-performing teams through clarity, trust, and collaboration. With deep sector expertise in social and affordable housing, Specialist Disability Accommodation (SDA), and NDIS-funded supports, Tom combines operational insight with strong financial stewardship and the ability to lead and deliver change.
Tom’s previous roles include Chief Operating Officer at Good Sammy Enterprises, Innovation Coach at RAC WA, and Tenant Services Executive at Foundation Housing Ltd. Most recently, he founded Tolchard Pty Ltd, WA’s first human-centred design consultancy for the not-for-profit sector.
At Outcare, Tom will lead our strategy and growth agenda, focusing on expanding our impact, strengthening partnerships, and ensuring our services remain responsive to community needs.
