December 2025 saw the City of Kwinana mark a proud milestone as young people from the Arclight Initiative gathered to celebrate their graduation – a moment that symbolises courage, growth, and the promise of a brighter future.
The Arclight program is not just another youth initiative; it is a support program for young people who are at risk of disengaging from education and have had contact with the justice system.
Delivered by Outcare in close collaboration with program partners, Arclight uses a trauma-informed, strengths-based approach to provide holistic, tailored, and intensive support. The program works with participants to improve school attendance, reduce suspensions and anti-social behaviour, and empower them to overcome barriers, build resilience, and create sustainable pathways to success.
Operating directly from Gilmore College, Arclight is delivered in partnership with the City of Kwinana, WA Police and Australian Government Department of Social Services, ensuring that every participant receives comprehensive and coordinated care. Through individualised support plans, steering group meetings, and strong community engagement, the program creates a safe and empowering pathway for young women to reconnect with education, their community, and their potential.
The impact of Arclight has been nothing short of transformative, with outcomes including:
- Reduced youth crime, creating safer, healthier communities
- Increased engagement with education and employment, leading to long-term security,
- Community participation and financial wellbeing for Young People
- Increased collaboration between services, improving systemic responses
- The ripple effect on the next generation – improving lives through long-term, intergenerational change
The recent graduation ceremony was a heartfelt celebration of these achievements. Families, mentors, and community leaders gathered to applaud the resilience and determination of the graduates. Shona Robertson, Chief Operations Officer, delivered an inspiring address, encouraging the young people to continue on this positive path, stay connected with the Outcare team at Gilmore College, and share the knowledge and benefits they’ve gained with future Arclight participants.
Her message was clear: graduation is not the end – it’s the beginning of a new chapter filled with opportunity and hope.
